Richard Jay Belzer was a retired actor and stand-up comedian, known for his role as detective John Munch in several police drama series such as Homicide: Life on the Street and Law & Order: Special Victims Unit.
Background
He voiced Loogie, the Mafia-esque owner of a tooth-trading business in the Season Four episode "The Tooth Fairy Tats 2000".
