The Latino Endowment Council is a Latino organization that appeared in the Season Seven episode "Fat Butt and Pancake Head".

Background

Some members of the Latino Endowment Council served as judges for the best report on the Latino community during a cultural diversity day organized by South Park Elementary. The board was impressed by Kyle's report of Latinos in American technology, however it was later overshadowed by Cartman's openly racist presentation featuring his hand puppet known as "Jennifer Lopez", exhibiting an exaggerated Mexican accent and constantly talking about eating tacos and burritos. The board becomes ironically amused with Cartman's presentation, despite its overt racism and denigration of Latinos, and reacts with a standing ovation at the end. They eventually awarded first prize to Cartman that includes a $20 gift certificate at the South Park Mall.

Personality

They do not seem to realize or care that Cartman's presentation on Latinos was purely racist, ignorant and only reliant on crude stereotypes of Latinos, instead finding it funny and educative, and awarding him with the prize, over Kyle's genuinely thoughtful and respectful presentation.
