Brendan Carr first appears in an office of the FCC, as Kyle calls the institution in order to take down the bet on his mom destroying a Palestinian hospital.
He is later seen in the White House multiple times, where he falls for Donald Trump's traps that were originally laid out for Satan to get rid of his baby. He first falls down the stairs that Trump tinkered with, then he eats the food spiked with contraceptive, which originally was supposed to be eaten by Satan, and shits himself so much that be begins flinging across the bedroom and out of the window.
After another incident where Trump accidentally drops down cat litter onto him, he is hospitalized and diagnosed with toxoplasmosis. JD Vance visits him at the hospital, and upon asking the doctor about Carr's state, he states he is at risk of losing his free speech if the infection reaches his brain. After being left alone, Vance threatens Carr to stop interfering in his plans to get rid of Trump's baby, so he can ensure he is the next up to become president.

Brendan Carr wears a blue-white striped tie and a dark blue suit with a white shirt underneath. He is mostly bald, with his hair only growing on the side of his head.
